I'm pretty sure he's already at his lowest point. Dent is dead, Rachel is dead, he's a fugitive. This movie should be about how he comes back from that.

Also yeah we don't know how big a part any of these characters are going to play. Way too soon to make any sort of assumptions about how so many characters will work (not that it makes much sense to question it since Nolan has already proved he can handle himself).
I'd kind of like to see the Black Mask appear as the head of the mob
But, I think it's better to only have two central villains in a movie... and I'm pretty sure Catwoman and Bane are the main ones...
Three would be too much.
Better yet, make the movie 10 hours long and throw in a few more villains

I loved the Dark Knight, but found Batman Begins to be dreadfully boring. Should probably give it another go.

The Dark Knight Rises is going to be making an appearance at the Licensing International Expo ("a trade show for leveraging properties and brand equity to develop merchandise.")June 14-16th. Why care? The Dark Knight revealed the batpod at the Licensing International Expo for 2007, so people are hoping for some sort of reveal at this one as well.

I love Dark Knight, but I felt Begins brought the Batman universe to life a lot better and I enjoyed it more. Gotham looked like a generic New York or Chicago, whereas it had a much more unique architecture in Begins. I liked that Batman was the star, unlike his previous first outing in the '89 and '92 Batmans where he was overshadowed by the villains, same as with Dark Knight.
