I dunno. The brush strokes kinda [i]create[/i] the mood. I agree I don't really appreciate it as much in static images but I feel this artstyle works for creating a sense of motion and haste.

That's the point, it's conveying the image in the style of proper painting: convey the point across with colour. It requires the most skill to be successful at it.
It has so much freshness and energy in it.
AS a beginner painter I am fascinated about the sophistication of these.

Not necessarily. Everything is relative. Some people's entire portfolios are comprised entirely of stuff in this style. It would take me a shit load of time to replicate this style, probably as long as it takes me to do realistic rendering from reference.

Since you do 3d you should know that's what environment concept art will nearly always look like. They're not supposed to fully flesh it out. They're supposed to create mood and stylistic direction and the images clearly succeeded at that.
