Only thing I can think of is that with the past stages, the developers probably thought that the PCM audio would fit in better with the whole past theme, what with the PCM audio being in the "past" while the CD quality audio are part of the "present" and "future".
I'm just talking out of my ass at this point, but hey, you never know.
