The teachers that have educated me and have kept their job for so long have explained time and time again that one of their jobs as teachers (which is to specifically educate immigrants and their families) is made very difficult by immigrants not showing up or refusing to listen. There's plenty of infrastructure in France to welcome and educate willing immigrants so that they can at the very least interact with the world around them and not seclude themselves to small gated minorities, but the sad reality is that a lot of the immigrants who have access to this system simply don't comply to it, and actively turn their backs on it. Oh and since both my parents work at a hospital I've had to hang out around hospitals for a lot of time and the immigrants who show up and demand medical attention are often unemployed, very unwilling to give out any details about them, don't speak French or English, and will often refuse to even interact with the female personnel.
