I couldn't really choose. Halo: Reach is an awesome game, Black Ops is gonna be awesome, Fable 3 is gonna be even better (IMO). I already pre-ordered em' both.
All I could say is don't get MoH. I went to the midnight launch for it at Gamestop, and returned it the next day. It's to easy, and I maxed out my Sniper class in 3 hours total of playing. and I really can't tell you about Civilization. I don't play those games. Also, I'd consider getting a new mouse/keyboard/controller, if you really need it.

I miss the days when 75 dollars was a lot...now it won't even cover the power bill. But since you're still young and will probably spend it on a game, I'd suggest something with a little replay value. Fallout New Vegas or Fable III look like good contenders for that. I'd rent any of the "hot" new multiplayer games that are out before I bought them...they seem to be popular for a few weeks and then die off.
Take Black Ops off the list, you probably can't afford it with $75.
