This video might explain a couple of things but not all of them. What about the police code of silence and planting evidence on victims? Or arresting citizens for no reason to meet arrest quotas.

The video is about Hollywood myths. Those are real world problems with the law enforcement system. I don't agree with the quota system since it relies on citizens on being bad for them to show that they are good at their job.
