Well part of what makes .22 so cheap is that next to no materials go into making them compared to a normal rifle cartridge. Also quite frankly, .17hmr is nowhere even remotely close to as popular as .22lr nearly every gun owner in America has at least 1 .22

I went to Wal-Mart tonight, bougt 200 rounds of CCI QUIET-22 ammo. Think CCI CB Short in a full Long Rifle size, not just the Long size. They were less than $3 a box (50 rnds.)
