The 2 triggers are linked, pulling one fires both barrels. When it first showed up, people were worried that it would classify as a machine gun because it shoots 2 shots for 1 pull of the trigger.

No one has provided any accurate information to your questions, so I am going to answer them. I know more about optics than I do guns, and that is saying something. Taller scope rings serve two purposes; clearance and comfort. Taller scope rings are for larger objective scopes, and taller open scope rings are for you to be able to use iron sights if your gun has them. Assuming you are using a 40mm or smaller objective, the only purpose taller scope rings would serve is for shooter comfort. Basically, if you find it uncomfortable to look down into your scope on lower rings, you can use taller rings to alleviate this somewhat. This is strictly user preference, and you need to decide it for yourself.
Height does NOT effect accuracy. The ANGLE at which the scope is at is what effects accuracy, and I will be explaining this below. As for you, a .22LR is not capable of reaching distances where you would need to worry about scope angle or adjustments. Basically, get what ever height feels the most comfortable to you. Scope is personal preference as well. Personally, anything past a 4x is excessive for a .22LR, and a larger scope is just extra un-needed weight. A good 4x fixed power scope is the most a .22LR will EVER need. Again though, this is just my personal preference.

Whether the scope is 1mm away from the barrel or 2" away from the barrel, as long as the scope and barrel are parallel your zero will not be effected. If your scope is NOT parallel to your barrel, regardless of the height, your zero will be effected. Here is why...
Modern scopes that are parallel to the bore have a 0 MOA mount, and they typically have difficulty achieving zero at distances past 600 yards. This happens because you have to angle the barrel up in order for the bullet arc to reach your desired distance. When you angle the barrel up, the front of your scope goes up meaning your adjustment has to be brought down. Scope adjustments can only be brought down so far before you bottom out, and this is where plus size MOA scope mounts come in to play. The larger the MOA of the mount, the closer the FRONT of the scope will be brought down to the barrel. When you bring the front of the scope closer to the barrel, you free up adjustments on your scope, allowing you to achieve longer distance zeros. Increasing the MOA on your mount has a negative effect on close range zeros, typically under 100 yards and being more prevalent under 50 yards. For close range zeros, the barrel will be pointing downward, meaning the scope adjustments have to go up. If the front of your scope is at a downward angle as well, this limits the amount of adjustments you scope can make going up, creating the problem. It's basically the polar opposite of a 0 MOA mount that can not achieve a long range zero.
A little note for shooters: Any modern scope mounted to a standard 0 MOA mounting system will have enough adjustments for shots at 0-500 yards, regardless of caliber.
