Except it's plinking ammo. Being anal over safety things is ok, but stuff that might ger you 0.1 more MOA is a bit silly for plinking ammo. Any advantage would be lost when you use cheap projectiles, brass, powder and primers

Same way you do it with a semi. Put a constriction in the barrel. If you don't you won't have enough chamber pressure to make a decent noise. Probably not really needed, but if you're going to shoot blanks you want them as loud as possible
You don't really need to...
I've made blanks for my Mauser before, just have to crimp the cartridges in such a way that it doesn't damage the brass, which sends chunks of it out the muzzle when firing.
Semi-auto or full-auto guns do need to be converted though or they won't cycle. If I remember right it's basically a threaded insert for the muzzle with a small orifice in it so the barrel maintains just enough pressure in it to work the action. But you can just remove the muzzle insert and it becomes live fire again.
