Sounds like a gimmick to me, but I'll have to talk to my gunsmith about it.
Now here's the hardest part of this whole thing- finding a one mile (+) range. I live in North Georgia, and there's not much of that with so many hills. I do have a 7-800 yard flat pasture though.
In Australia, we have the space, but the fucking firearms branch of the police won't approve any long ranges, and they won't approve them for "dangerous" (as in big, they call 338 Lapua big) calibres. There might be one or two 1600m range in the whole country. There is a 1000m range only an hours drive from me though, and I'm sure I could find a farmer with a big property
338 isn't big enough for me if I was in Australia... I'd need more for those spiders I hear you guys have.

Damn, we don't have the restrictions on cars and shit (at least, not in law, but insurance fees will keep those kinds of cars out of kids' hands), but the other shit happens here too; random banning, a huge anti-gun culture, disgusting media bias, ranges being shut down arbitrarily (this is actually usually done by a municipal board rather than the CFO, because some shits move in next to a range and start bitching about the noise, "city folk" ruining the fun...), and the RCMP do everything in their power to refuse to let new guns into the country, or delay their entering as long as possible. Somehow, they've even managed to arbitrarily re-classify a gun they've already let in, leading to its confiscation.

No, those were both banned by name in 1995 by an Order in Council of the government (Order in Councils don't get voted on, the government just makes up a rule and says it's law. It's a rumour that pops up now and again, no clue if it's true.
Supposedly this happened again with the large calibre restrictions, which I should point out, were not legislated, the police just decided to do it. Fearing an all out centre-fire rifle ban or a "everything over 30 cal is bad" ban, they helped the police pick and choose the calibres..

Happens around here too, far too many hunters are willing to throw handgun shooters under the bus, and there's rumours the Canadian Shooting Sports Association, formerly the Ontario Handgun Association, threw Ontarian handgun owners under the bus too, to try and save their own guns, hoping that if they appease the government by giving them the handguns, they'll leave their Auto-5 alone, even though 2 major parties have already said they want ALL semi-autos banned, which includes all these idiots' duck guns, and I'm sure they'd manage to justify banning any gun with a scope by calling it a "high-powered sniping weapon" and banning it too.

It's a serious problem, thinking they'll appease the Gods in parliament by sacrificing another group of shooters. The only way guns laws turn around is if we stick together and make ourselves heard. So many Australia shooters have the mentality that they can;t do anything to fix the gun laws.

If I remember correctly the PTRS-41 is actually under curio and relic status, so even though it would be classified as a destructive device it is overlooked to to it's age/history. So the same thing would apply as there, except you'd need a C&R licence.

at the range you're looking at, I'd put a swarovski z5 on it. they tend to go closer to 1500 though. There are cheaper alternatives but none with the same clarity at that range
