I'd say no ex post facto laws are legal, according to the constitution, on any criminal level. But that's coming from a personal knowledge and interpretation. It doesn't mean they won't try some form of bs of keeping them out of your hands.
So if I buy an AR lower now, can I get the other stuff if this ban passes?

Buying shit that will be banned before it's banned kinda thing, without spending $1500 on a full AR. If I can just buy the lower and get the stock/barrel/etc piece by piece, that'd be helpful..

I'm not a lawyer, so I couldn't tell you specifics on each case; plus I don't remember which state you're from, so I definitely don't know your state laws, or liklihood of adopting new laws, so I couldn't tell you for certain. Sorry... as for the federal level, though; the purchase now of the lower (depending on the model) should count as the purchase of the weapon. That is where the serial information is generally kept, is on the fire-control group. The purchase of barrels, upper receiver, and handguards shouldn't be restricted in many ways, except for the possible exception of barrelshrouds being required to no longer be free-floating in some way, which would be ridiculous. Hope this helps, and again, take it with a grain of salt. I may (and probably am) mistaken on some details.

However, anything else that meats the criteria of the ban, regardless of it being NFA or not, is illegal for sale/transfer.

However, if you already owned the rifle beforehand you would be free to buy a new flash hider and install it. The only specific accessories that are targeted by the ban are bullet buttons, slide/bump-fire stocks, and thumbhole stocks.

However, having the barrel threaded might be thrown under the manufacturing part of the ban. I'll try and get with my friend's dad and see what his take on this subject is. He owned three ARs, full auto M16, and full auto MAC-10 w/ suppressor prior to the original assault weapons ban. He's very well educated in this subject matter, so he likely knows. Personally though, I am a firm believer in being safe rather than sorry. If all it takes is you dropping the rifle off, just go ahead and get it done.

I can't stand it when politicians claim to be pro 2A, then go on about limits. You can't put limits on a right and still call it a right.
