It's not technically a war, it's a 60 day limit on the police action, but within those 60 days, the president usually gets congress to support the war and get full approval.

Cause remember, arms manufacturers are one of the top lobbies in congress, and defense contractors love being able to produce more expensive and overly price hardware.

He won't be able to enact another AWB cause even if the Dems win both house and senate the opinion of American's has been drifting away from an AWB mind set. It would be like Obamacare... except a legit bad bill.
A lot of politicians consider the Bill of Rights not to be an obstacle for gun control legislation. It's on now, they really plan to put something into the pipeworks and we all know they're capable of it too.
