That is what the ATF would say as it is their ruling. The receiver is the only part that is a machine gun, as it is the only part of the gun that is legally a "firearm" (unless the fire control group or bolt are registered under the NFA act, in which case those are the only parts that are "firearms", and the receiver would be registered separately, usually as a semi-automatic firearm).

There is nothing illegal about changing the configuration and caliber of an NFA weapon. People readily build registered AK-47's into AKS-74U's using the same receiver, which is more or less the same concept.
As a further example, some registered "machine guns" are actually just a single part, either the bolt (in the case of many Uzi submachine guns) or the fire control group in the case of many HK guns. If this were illegal, you would not be able to put these parts in whatever gun you choose as it would be "converting one gun to another", considering these kits will fit G3's, MP5's, and anything else that uses the same control group.

What I'm not certain of is whether you need a Title 01 FFL to do this for you or if you can just do it in your garage. I'm fairly certain you can, but I'd need to do more research, and I'm certain it varies from state to state.
Either way as you are not modifying the registered receiver, there should not be a problem with the ATF. Though of course I would do more research before you attempted this, assuming you ever did :P

Do you guys have any suggestions for a private firearm exchange? I've always been a little sketched out, but this seems like too good a deal to pass up if I can get him down to around the $150-200 range, because $300 is waaaaay too much for that thing.

If you don't have a lot of trust in the person you're trading with then be sure to carry a gun.

if he bought it for 250, he'll probably try and get at least that. I'd meat in front of a pawn shop or gunstore or something, seems like a fitting place to make an exchange.

Your disagrees change nothing. It's like someone ate a Groza, then took a shit and this thing was the result. The design is pretty ingenious though, I'll give them that. Could've done without wasting a separate receiver though. It wouldn't have been very hard to just weld together a metal box to house the extra FCG parts, ala the Groza design.

The local Cheaper Than Dirt has Stripped AR-15 lowers for $50-$200 each. I'm thinking about one that was made from 7075 Aluminum that was $100. I might can talk a local neighbour into letting me use his FFL for one online if you guys can recommend me a better one...

Just keep in mind that a stripped lower requires you to be 21 to transfer.

I've never heard that before, it should only be 18 if it's a rifle lower, 21 for pistol lowers. Also, it's different from state to state.
Pretty sure it's not different by state, but I may be wrong. Either way, a lower without a stock is classified in the FFL's books as a handgun.
I'm in Texas, and I just turned 20 today. If there is a restriction, then my dad can take care of it. Its no big deal.

I looked it up, turns out it's true. The blatant stupidity that the ATF vomits out on a daily basis is mind-blowing.
Although it's classified as "other", not a handgun, meaning it could be either a handgun, rifle or shotgun if you somehow figured out how to do that.

Go for Nodak Spud. They make retro AR-15 lowers and other lowers that are exact matches of their military counterparts. Plus they're second only to Colt receivers, IMO.

Is yours something like an A1 style lower? I want modern, but I highly doubt I'll have rails. I'm also considering just buying the M&P 15 Sport model. Its $600.
Bullpup AK's make me cringe a little. They look really unstable and such compared to western Bullpup rifles.

Just don't tell your FFL that, if you tell him you're unable to claim it and you're getting someone else to do it, it's considered a straw deal, and thats illegal apparently. I've run into that trouble before.
