It is a board, however if you compare the two videos, the newer one has wires coming out of it. Very strange.

Fences are cheap to install, as are fake security cameras with warning voices. The building looks fairly old so it was probably constructed before all the other measures.
It may sound cheaper/easier to fill the well in with dirt but that may not be the case. It looks heavily wooded around the site so bringing in heavy earth-moving machinery is unlikely to be possible. Then there is the question of finding the dirt necessary to fill in what could be a really deep well. Building a small shack on top of the hill may have been far cheaper/easier at the time of it's construction.
I know it's fun to think that some ancient evil lurks inside there or that it's some secret installation, but there are far more reasonable explanations for what he found at the site.

I use to live in NJ and I would recommend places like Clinton Road. A ton of stuff there also near where I lived used to be a little kid amusement park. It didn't get enough money so it is just a empty park in the woods with fairy tale stuff in it. Its called Fairy Tale Forest. Also you can get a huge Weird New Jersey book if you don't have it already.

So let me get it straight. It's easier and cheaper to secure a well so that people wouldn't fall into it with fences, fake cameras, and building a stone shack with metal bars around it than, say putting a metal lid or bars on the well itself? Also since you already have the stone shack with metal bars to protect the well what's the point of the fence and cameras? Since all of this is a great idea to secure a well so people wouldn't fall in it wouldn't we be seeing many of these? The building appears to be old so I believe the current owners didn't pay for it's construction. At most they may have added the bars to the door. As I said, fences and fake cameras are cheap. My guess is that they wanted to deter vandalism and discourage people from trying to break into the building.

I researched the type of camera, I have not counted but there are four at $5,000 dollars a piece, not very cheap. I do not think anything paranormal is happening in the area, but I do believe there are still Pagans that live in this town and want to keep their history concealed. For example, new paint has been painted over the alter to preserve it. Activity of cults are also common in the area.
It'd be awesome if there was like, a chained up skeleton in it, or something.
Curiosity mildly creeped out the cat.

why would they bother putting an entire shed around it, then fencing it off and have cameras overlooking it as opposed to just slapping a big circular iron plate around the well opening and weld it on there.
there was a whole discussion about this on page 1 and 2
Perhaps it's owned by the USGS and they installed sensors for seismic activity inside the well and just don't want people breaking into their shit? The video said there were multiple USGS markers around the alter. Maybe they own the whole area.
