The guys who make ArmA also make a lot of military simulators, in fact I think ArmA is a product of a military simulator. So yeah it could be that.

It's called VBS, it's a combined arms sim that some militaries use.
And yeh, ARMA is based on it and in fact VBS2 has most of the features missing in ARMA 2:OA that people want like firing from vehicles and true IR/ NV.
They were giving away demo disks at ITEC a while back, it's a very well put together training system.

For AK's it's the obvious "wood is good" and converting them to US spec rails and attachments is seen as uneccesary.
For rails in general, you could trace it back to (dare I say this) COD attachments. Where it is popular to make weapons "tacticool" by adding as many as you can onto it. Resulting in some weapons having more rails and gubbins than you would really need.
That being said, adding a sight and a comfortable stock does aid your shooting. Most people would not have a problem with it, they would however if you turn up with an M4 with more widgets on it than moving parts.

Not only that but the extra weight dispersed around the weapon and general clunkiness of using it with a large amount of unnecessary attachments can be dangerous in a combat situation. It's also a bitch to carry around.

Probably that they're reservists or something. They aren't the real Estonian army.
