What kind of scope is that

Probably some sort of thermal/IR/night scope.
A big one, I'd hazzard a guess at an ATN Mars of some sort but don't hold me to it.
But you can tell it's a night scope by the cover.
You pop one of those pinhole covers on to limit the ammount of light entering the sight, makes them usable in the day.

The purpose of the IAR is to give a fire team suppression abilities while still keeping it light, and each squad will still carry an M249. Granted its all mission dictated; in some instances everyone will have M4's/M16's and IAR's, in ithers they'll be equiped with SAW's. Personally im not a huge fan of it, but if they were to field it as a primary rifle I'd be happy.

I heard something that this is just a cover so the USMC can get a new primary rifle without going through congress

I think If it doesn't overheat as fast as the SAW and if we can find reliable Drum Mags for it, it would be fairly decent at replacing the SAW. The SAW is fucking unreliable. Lot of the marines' SAWs are hand me downs from the army dating back to the 80s or Gulf War. They are just ending their lifespan, regardless of how well you clean them.

Well seeing as doctrine for the rifle says 4 people per fireteam have the rifle (there's only 4 in a fireteam) I think that sounds about right. I would love that if that were the case, so long as they retained the SAW at the squad level.

the M4 and M16 are fine for non-frontline combat duties, so I would expect them to only replace the M4 and M16 in frontline units

Thats what I figured. Seeing as the corps is out of Iraq and are getting ready to leave Afghanistan it would make perfect sense too. Givem to everyone in MEU's and everyone else has M4/M16's.
