They have - by a very wide margin - the largest amount of operational experience and are the model/foster figures for the large majority of SF units in the world (including Delta Force, polish GROM and german KSK). So, yes, if you had to use such a ridiculous title, then the british SAS would be the most deserving of it.
P.S the picture you posted if of GSG9, who are a federal police unit. They are not special forces, they do not conduct land warfare or clandestine operations behind enemy lines. They are comparable with the FBI's Hostage Rescue Team.
