Police agencies around the US and Mexico use them all the time. Although moreso in Mexico. It's a pretty violent place and sometimes you want more than a handgun on tap. In the US some agencies have semi-automatic-only AR-15s with a very similar layout to the M4 in their cars next to the shotgun. Sometimes it's a Colt AR or sometimes a different manufacturer like Olympic Arms, Bushmaster or Armalite but it's basically the same thing. Like an M4 but without the fully-automatic or burst settings. Or they let the officers buy semi-automatic rifles with their own money (that can depend on the agency and their budget). Regular officers sometimes bust them out in really serious situations. Agencies also have fully-automatic carbine ARs but those are used almost exclusively by SWAT teams and similar.

I was at one point an Administration of Justice major and I did some ride-alongs. I've actually gotten to shoot a couple rounds through a one of the semi-auto-only carbine ARs that my local Sheriff's Dept. keeps in some of their cars.

They practice shooting it.
A guy that goes to my MMA gym served on a ship for a few years. When that story came out about the SEALs simultaneously shooting those two pirates that had taken a dude hostage from a boat, he said that they threw a basketball out into the ocean and everyone took turns trying to shoot it. Nobody hit it.
Shows just how incredibly freakin' awesome marksmen SEALs are.
