Most of the rag-tag soldiers are Spetsnaz. The Spetsnaz often mix different tops and bottoms, they are also oftentimes seen with older weapons other then the standard AK-74M. They give the impression that all the Russian army has ragtag units, but other units like VDV have proper uniforms.

I'm not sure if the digital camo is still just for show when Putin comes around or is actually being issued on combat uniforms yet, but it's probably not that far off when most frontline Russian troops will look like that.

It was common Russian/Soviet practice for infantry to ride on top of their BMPs and BTRs in low-intensity places in Afghanistan and Chechnya since you know what happens when you try to conduct a mounted attack in that kind of terrain. At contact the guys can just jump off and fight as light infantry while the BTRs and BMPs act independently as a [i]bronegruppa[/i].
