Not at all, the reason it "bites" (or rather, pinch) onto its neck is because this is where a cat usually stops reacting (for example, cats lift their kittens by the neck and you can see them almost as if paralyzed, you can also grab cats like this, it is the safest way to grab them, but lifting them this way for prolonged period of time can be dangerous for the cat), the reason it screams is because cat penis are covered in hook-like barbs, this serves multiple reasons : to make the female bleed & get it swollen, so other cats can't "get in" and this also helps ovulation, now I don't know why the cat shuffles around afterward, maybe it's because it's painful, or maybe it's just what they do after the deed is done.
