Always start with a gun chambered in .22LR. The guns are cheap, the ammo for them is affordable and always available in large quantities and they are very easy to use.
A 10/22 is the most popular option, but there is an abundance of other excellent designs to choose from.
Just keep it under 500$. There are tons of companies that offer .22 guns for 700$, sometimes well in the thousands. That's all a waste of money because you can buy excellent .22s for only a couple hundred.
If I was going to recommend a .22lr I'd recommend a Remington 597 as an alternative to the 10/22.

I wouldn't always recommend starting with a 22.
It depends whether guns are going to become a hobby for you or if you're looking for 1 good do-all rifle for you to keep around for awhile.
If it's going to be a hobby, go for that 10/22. Don't waste money on something else because it's just so cheap to build up a nice 10/22.
If it's going to be something you hope to eventually hunt with, or if you may use it for self defense, then we need to start talking about some different factors.

The only problem is cost. Good ones run 1,000$+, 500$ through the CMP. And the ammo is really expensive as well.

With a reasonable defense/hunting budget you can usually have enough left over for a nice, cheap .22LR gun such as a 10/22. It really can't hurt. For whatever purpose you may use the main/hunting/defense/all-around gun having a .22 rifle or pistol is always good for learning the basics safely and cheaply.
So if you have that extra little bit of cash left over, go for it. If you need that defense/hunting rifle/handgun/shotgun NOW and you don't have the cash for a .22 or you're only allowed to own one gun you don't absolutely, positively HAVE to have a .22lr rifle or pistol.

The M1 is worth more than fuckin' 500 bucks. CMP gave me a fuckin good deal.
But yea it is recommended that you reload your ammo. 30-06 isn't cheap.
Ol Gander Mountain sells boxes of 20 rounds of 30-06 for like $12 last time I checked.

Yea, I've heard that you shouldn't use it due to improper loads or grains or something like that
We used commercial loads the last time we brought it out. The dude who we buy rounds off of didn't have any 30.06. Worked just fine. Had a jam or two, but it's a common phenomenon with our Garand. Commercial loads or not.

Not to butt in here, but if something is good enough for the military to pick it over the Sig, its probably pretty damn good. And its not to big for its cartridge if you get it in .40. ;)

I just never liked it. Didn't feel right the first time I fired it. I like the the feel to the Sig's a lot better. Personal preference, I guess.
For the record, it's not because I like the M1911 more than the M9. In terms of the 9mm, I just don't enjoy firing it. I don't like the M1911's in the 9mm either.

This. My dad bought one in 1977 at Wal-Mart for $65, and it's still a great little gun.

The military doesn't pick stuff because it's superior.
They pick stuff for logistical reasons. A handgun isn't really much of a priority to the military, it's a weapon of last resort.
They can't afford to just give everyone a $1000 handgun that they'll probably never use anyway. Not many soldiers even carry a handgun.
