You shoot a gun and you either like it or not. I own everything from a .22 up to a .75 and everything in between, including a few you've probably never seen fired in person, and own more than a dozen firearms and have fired every single one of them, I know my shit and I maintain that jumping up to a large military caliber for a first gun is a mistake that takes a lot of time to repair. Anyone with a measure of shooting experience will tell you the same.
If you were paying attention to why I was recommending the .22 it's based largely off the low cost of the ammo. 7.62x39mm is very cheap, yes, but .22LR is 4-5 times cheaper still and if you want to learn the basics you should ideally have over a thousand rounds down range. And I recommended the Mosin over the SKS/AK/AR/other intermediate-caliber rifle because it's a bolt-action. That is closer to the weapon he is training to use and it is a more suitable platform than a semi-automatic when it comes to practicing reloading which is another essential skill-set with the .338 due to the cost of the ammo it fires. Can a rifle in an intermediate caliber replace the .22s role? Yes, but it won't be as cheap. Both in terms of the gun and the ammo. Granted a used SKS is within roughly the same price range as a new .22 rifle. So it isn't out of the question. As for a 9mm handgun. No. A useful weapon to be sure, and I highly recommend he buys one eventually. But it is so different from the weapon he's trying to train himself to use that it doesn't fill the role of the .22 rifle very well. A 9mm carbine such as one of those ugly Hi-Point rifles might do the trick and it's in the same general price range. But not a handgun. All thing considered a .22LR/Mosin combo will do the job and all told be the least costly. They don't have the added benefit as doubling for self-defense guns. But he hadn't stated that he wants a gun for that purpose.

So out of curiosity what did you guys learn to shoot with? I personally learned on my Mosin Nagant, no one in my household was ever real keen on guns except for me, so I saved up and bought one for myself as soon as I turned 18, I had shot before but nothing very extensive, my Mosin was the first thing I ever really got to learn about and get some real range time on, which is probably why I don't always agree with people who say you should start out with a .22lr, I learned on the 7.62x54r, it's a hell of a cartridge and in the Mosin kicks like a bitch, but because of that nothing I've shot since has given me any problem at all as far as recoil goes.
I learned to shoot with a 1950's bolt action remmington 514, 22lr. I still have it in its original case all oiled up and looking like brand new. It's a fantastic gun and I've posted pictures of it on this forum before, but I don't know where they are.

Pumpaction .22 type thing. Real nice gun, I still have it. I moved on to shooting my dad's Mini 14, and the first gun I ever owned was an M1 Carbine, the second was an AK, then a Mosin Nagant, etc etc etc.

Shoot a K31, K98, G3, and a Mosin right after another and the Mosin will seem very mild, at least in my opinion. Firing a wide variety of full sized rifle calibers will give a good frame of reference. I have three that I bought for a dollar but I've been too scared to try shooting them out of my Mossberg. I don't want to narc up the barrel. And I got them at a flea market. One is so aged the plastic hull has a crack. Odds are none of them are safe to fire. Also I saw that Canadian Tire sells flare guns and spare flares. Not cheap though. A pack of flares costs more than the gun.
