3)Would require 2 class 3 permits, 1 for the SBR and a second for the grenade launcher which he can't get grenades for.
4)Can't be fully automatic even with those two permits because it wouldn't be registered pre 1986.
5)Potentially not legal to own even in the semi-auto configuration.
And assuming he does not live in the US It is also:

it can be done, one way or another. You'd be (maybe not *you*) surprised at the tenacity of Americans that want oddball guns- Someone is coming out with (admittedly expensive) L86 kits for example.
You can build a pretty decent clone with an AK74u reciever and a bunch of machine tools/parts, and even handload the ammo and fabricate a magazine if you were dedicated enough. All it takes is either a blueprint or lots and lots of specifications and reference photos.
What'd really be neat is if someone imported a deactivated gun from the UK or something and reverse-engineered a VSS for domestic US production. Offer a 16 inch factory barrel with an easy-to-install factory SBR/integrally suppressed barrel. If there's any foreign gun that would sell well as a clone (that isn't currently [easily] available), it's an SVD, VSS, or FAMAS, if the cost is right. Problem is, it'd take a well-established gun company to be able to produce these at an accessible price, but the guns are just foreign enough that nobody would want to take the risk.
I can't really think of any foreign gun that'd sell well, because you can already get a lot of the typical MW/CSS guns through various means (SL8 conversions, etc)

That's all well and good except for the biggest problem that I made a big point on.
Saying "I want a Groza" is like saying "I want one of those 25 foot long dragsters because they look cool". There are much more practical things out there that look just as good. 9x39mm guns are highly, HIGHLY specialized. It is meant for a very specific role, that is, close quarter combat with a reduced possibility of ricochet to prevent hostage injury with the possibility of silencing the round (because it's slow enough) while maintaining the ability to pierce armor within very short range. There are 7.62x39mm versions mind you, they make more sense but a bog standard AK will suit you just fine.
