I live in the little small part called westchester.
It's not stupid as long as you take precautions, I know a guy who has a shooting range set up in his basement, but it's a really long basement made of solid concrete as part of the foundation of the house. Granted this is the same guy who owns several automatics and at least two live 20mm aircraft MGs so he's a little eccentric as it is. It can be done but if the law says you can't then you can't.

My basement or attic may do well as a range actually. My basement is made out of solid concrete. The attic I would have to build something.
You also need to take into consideration a ventalation system whe making a range. Dangerous fumes building up are NOT good.

Definitely not in the attic, If you had over penetration your up high so the bullet would travel for a while. Basement or some place with a dirt backing so even if you miss it will not go anywhere.

Get a friend that can drive and likes guns, have him drive you to a range. Have your dad drive you to a range. Don't try to build one in your basement, a lot of shit can go wrong and you'd probably end up just fucking shit up. You don't want to accidentally hurt/kill somebody and you don't want the ATF busting through your roof.

No friends like guns that live in my area, sadly. My dad is always "working" (AKA playing L4D2 or actually working). The only solution is to build a range in my house if I can.
Don't go to the range every day then.

That's not all that smart. Not only do you have a very distinct scent everywhere, you have to deal with sound and cost. Assuming you'd be firing your AR, you'll be making quite a pop. You can't even get a can. Not to mention the fact that x amount of soundproofing material, concrete, and dirt could cost quite a bit. And even that will only do so good at hiding the sound.
Trust me, I know where you're at. I live literally 15 minutes away. Hell, I got kicked out of The Bridge two weeks ago. But I can never go shooting because of one reason or another. I've been lucky the past couple weeks because my buddy just turned 18 and he has been buying me ammo and taking me to the range, but he's grounded now or something, so I'm up shit creek.
The best solution would be to organize a trip, seeing that I can go on occasion. But there's the whole "I don't know you, you're gonna rape me" so whatever. Just hang on for a few years, get a car, go on your own. Or start making other friends.

That thing costs almost 2,000$ which is way too much for a .22 gun unless you compete in the Olympics. Even then for ~500 bux you can get a Ruger 10/22 and pimp it out so much that you can put a hole in the exact center of the paper and put every subsequent shot through the exact same hole.
I'm planning on buy a Law Enforcement trade-in Beretta 96G in .40 S&W for 450 dollars. Magazine and ammo seem real cheap so it should be a good deal.

There's a lot of personal preference when it comes to handguns and a lot of people don't like the Beretta's weight so as with just about any handgun out there if possible try it before you buy it. That said as far as the overall feel and balance of the handguns I've shot the Beretta is a definite favorite of mine. Both in 9x19mm and .40S&W.
You can't use a rifle at an indoor range unless it's an exceptionally heavy duty one.
I.E. one you can't build in your own house without 20-30k worth of reinforcements and back drops. Plus you'll murder your ears.
Now for a simple 9mm handgun, Just have a heavy steel plate at least 1/8th inch thick that's about at a 45 degree angle for a back drop, and a sandbox below that to catch the bullets bouncing off the steel.

Avoid Beretta.
Some people may like them, but they don't compete with a glock, and cost a hell of a lot more in the same condition.
They're oversized, too heavy, and have marginal reliability. Even if you take the reliability claims with a grain of salt, it's still too big and too heavy to compete with anything else. If it's just a range gun and you're not carrying it daily, I guess none of those things matter much for you. Every gun I have is either full sized, or a little over that and I carry daily. The glock is the most comfortable for me and the lightest. (Model 37) My 1911 (That .460rowland one) follows as a close second, but I open carry that.
P.S. Only reason I'm pushing glocks is because of their price, they're the best bang for your buck out there. If money is no object, nothing compares to a Sig. Not even some highend super customized 1911.

I would be inclined to partially disagree with this sentiment.
Like I said there's a lot of personal preference involved here. If you just like one handgun more than you like another, even if it is slightly inferior on paper I say go for it. Then again this might just be fond memories of the Berettas I've shot. I can tell you one thing I've fired just as many Glocks and I'd take the Beretta over a Glock any day of the week.
That said just try out a number of handguns before you commit. Some ranges rent them, they'll usually have all the popular models you're looking at and if it's a private sale usually you can talk the seller into meeting up at a range and letting you squeeze off a few rounds. At very least you should hold the gun and check how it feels in your hand before you put down the cash.

After you have some real experience under your belt, you won't like the berettas much any more. I'd especially advise against the .40cal berettas because they're just a weakened 9mm modified to chamber the .40s&w.
To the guy who wants to buy a Beretta, do yourself a favor and buy a used Sig, and it's $100 less than that Beretta you were looking at as well. Great deal IMO.

Keep in mind I'm thinking more along the lines of a range gun rather than a carry piece. That and if it is a carry piece I'd take a gun I'm comfortable with over a gun that I am not comfortable with but can carry while crawling on my stomach through a swamp.
This is because if I'm comfortable with a certain design I am confident in my ability to use it. If I am confident in my ability to use it I can use it that little bit more effectively. Sure, major flaws in any given design are worth consideration and the Beretta doesn't score top marks in terms of sheer indestructibility but it passed army tests so it's no Bryco either.
At the end of the day my point is this. It isn't as good as other designs out there but the differences aren't night and day and if you see a good deal on a Beretta don't run away just because it's a Beretta.
