I'd say all forms of extremism would be a more accurate explanation. That would cover religious extremism (Al Qaeda, Hamas, Hezbollah, many others), as well as nationalist extremism (IRA) or simply groups with an extreme political stance (i.e. the far-left RAF)
Islamic extremism is simply the most prevalent form of terrorism nowadays, which I guess is why people make that association.
But if it was only Religion and strong beleif, united states would be the centeral of terrorism. I think it's struggle against larger nations who the smaller nation is supressed from (or people in the country makes the population belive that is true).
Muslims are not the only ones who do terrorism, that's just a few from the population in middle east (they are just somthing we notice all around the world and does not happen every day or so)
Some of the thoughts about terrorisms would be like: If our nation is going down, we will bring the oppressors with our nation or beating an enemy in war, needs sacrefices.
I belive most of us have seen peaceful muslims.
There also excist christian terrorists, but their acts are not just as visible as the muslims, but it is only local terrorism and not to destroy somthing from another nation by taking the efford to go there and blow it up and blow youself up during the attack.
Muslim terrorists just usually want attention to show the larger nation that they take it serious.

Terrorism doesn't have to necessarily be caused by religion, that's simply the popular thing to do nowadays.
People who commit "Terrorism" never actually think of themselfes as terrorists.

To answer the question of the op; what causes terrorism is different in each situation.
In Iraq:
Religious extremism by terrorist groups. These groups keep growing because of bad schooling, unreasoned invasion by the US, and the fact that since the invasion 180.000 civilians died.
In western countries:
Again depends. In Spain it's the ETA, who want to have a seperate Basque country in part of Spain and France.
I don't know of any terrorism in France, except for the stuff that happens in the banlieues.
9/11's cause was religious extremism and general hatred towards the west with america as the most filthy icon of it. What actually triggered the attack is unsure to me.
ps. for the unknowing: triggering and causing is not the same. Cause is the reason why it happened, trigger is the reason why it happened at that moment, and not a week earlier or later.
