It isn't as simple as saying "No i'm not a terrorist" it's that they can target anyone and everyone, poor or rich, political activist or someone who shrugs it off, thiest or athiest. When you target a subversive group you are given a wide target ranging from many individuals, surely one may say they're not a terrorist but one doesn't know because there's no physical proof, and one may be held because of "Conspiracy to commit terrorism." It is exactly like the socialist hate of the 1950's, "Pinko" hate.
