- hiring a number of thugs and paying them well , arrange meetings with them in their houses ,public areas and in private from authorized personnels without it being official and inform them of spreading plans according to the tables attached to list of locations of site " B1 ", also to inform them of time to move and the plan of spreading chaos as mentioned in statement
- monitoring all members of organizations and political parties and synchronize of all the press publishing houses , communication devices and make a complete record of sms messages and incoming / received phone calls and to clarify the content with a direct report in case of finding any information.
- all means of communications will be cut ( mobile phones - internet) starting from 6 am Friday 28/1/2011, with keeping landlines so all officers and personnels to use Walkie-talkie devices and make sure it is encrypted.
- a plan to spread police personnels , detectives and security personnels in civilian wear according to attachment "B2"
- controlling the demonstrations of Friday 28/1/2011 in public squares and stopping demonstrations in case of reaching warning areas according to the map attached titled " B3"
- make sure all security personnels in civilian wear are carrying weapons such as batons and steel bars ( all of it to be small ) to be used to arresting some of the activists withous showing any violence
- informing everyone of firing rubber bullets and teargas without using live ammunition except in extreme emergencies

This seems faked. This seems just too evil. No one would ever think of this and be so open about it, they don't even try to rationalize it, this just says: Get bad guys and spread chaos covertly. Very suspicious.
