It doesn't boil people, It microwaves them. It's really just like a water cannon with a longer range, you can't actually kill anyone with it

Also, I like the idea of making some unassuming weapon that is extremely deadly, like in Men in Black how the tiniest pistol does the most destruction.

Yeah they can, it's like five minutes exposure when it penetrates the lower layers of skin and causes serious damage.

If you wish to think about it like that isn't it more likely for more damage to be caused via people trampling the downed person trying to get away from the pain?
Also no one ever said you couldn't cut off the beam after "x" amount of time for safety reasons.

Also, black holes, no matter how badass they are, aren't even proven to be real yet. I know this is the theoretical weapon system thread, but that's a little far-fetched.

We've observed the effects of black holes numerous times, I'm not sure where you're getting the "not proven yet"
