Honestly I don't think very many of your family members will care a whole lot if you don't wrap your presents or put them in a bag. There may be a few of them who find the wrapping paper necessary, but most caring family members shouldn't mind that much. If anything it'd be better not to use wrapping paper or a bag at all than to use it then demand it back. That's just my way of seeing it though.
You see, what you really gotta do to save money on wrapping is that you need a good knife, preferrably one that's really sharp. Got that? Good. Now, you sneak over to the person who's gift you want to wrap's house (in the dead of night), and then what you gotta do is you have to skin that person alive, okay? Now, you may be wondering "What does this have to do with gift wrapping Chilblain?" Well here's the genius part, after you skin the person you go back to your house and [B]wrap the gift in their skin and deliver it to them.[/B] Not only did you not spend a cent on wrapping paper, but they'll be so happy to get their skin back it will be like two gifts in one! [sp]And if they aren't moved by your gift (or anything else), you can take the gift back and pawn it off! It's genius![/sp]
It really costs that much that you need to ask for it back? Christmas is once a year, you must be cheap as fuck Usually when I get a gift in a bag, I put the bag aside and don't even notice if someone takes it. Pretend you're cleaning up after the person and if they ask for it back punch them in the dick

Not to keep the paper but because he said it was part of the thought that goes into presents.
Paper = NO Bags and Boxes = YES Come on guys, I'm not that cheap.
My family does this, but I don't mind it much neither does anyone else. We've all been there, so asking for boxes or bags back isn't much of a deal. Usually my mom folds up bags and stuff and passes them out to people who want them at the end of the party.

If something is easily wrapped in paper I'll do that but I like putting together a selection of things for people so using boxes and bags make the most sense.
Just use wrapping paper. It lasts for years.
i wrap my gifts in notebook paper from highschool and people think it's "cool and unique" for me it's a convenient way of getting rid of trash

If he nonchalantly took the bag/box back on his way out I don't imagine anyone would care, but this is kind of a dick move. You give someone a present, they excitingly open it, then "HEY, CAN I HAVE THE BOX/BAG BACK NOW?". It pretty much ruins it on principle.

Why don't you just do what I do and put the presents in empty food boxes instead of spending money on gift boxes? then on christmas they open their gift and go "who the fuck bought me chicken nuggets?" pretty enjoyable if you ask me.
