Technically yes, but I assume the main Cyberman mechanical platform is manufactured to certain specifications, back in the Lumic "Genesis" period when the platform was essentially a "preserving cradle" for the human brain. But with the different iterations they've been converting the entire body rather than just the brain, possibly due to rushed "recruitment drives" to make up for lost numbers, so yes these ones probably are "allowed" to be different heights.
Speaking of Cybermen and the brain-removal, you never really see what happens to the bodies after the brain has been removed. Makes sense since this is a "family show"; one could expect a grittier more "in-depth" visceral perception of the byproducts of cyber-conversion from a show like Torchwood, but not mainline Doctor Who. Also the wasted meat was probably incinerated afterwards anyway.
Also, speaking of wasted meat, would a Doctor Who episode based around something like Soylent Green and/or To Serve Man be borderline acceptable, or is the "humanitarian diet" such a visceral subject that it's best left to a show like Torchwood to try and tackle?

Well you do have a point there, but it WAS during the time when RTD was executive producer, and Chris Chibnall was the guy who wrote it. The episode didn't go too deep into the horrors of the Cybermen, since it was a single half-converted unit, though to be fair it did involve Ianto trying to help his girlfriend get better, even if it brought about misfortune for the team and others.

Just finished the first episode of the 2005 series. It's definitely going to be different from the shows I'm used to watching but I think I'll enjoy it.
