He's taking photos of a public place, so it's allowed. Although it has been known that people have been fined for taking photos of car accidents as they drive past, but that it is because it's disrespectful, nothing to do with the police.

Only remotely similar thing that happened where I live is someone jumping in front of the train on the station platform, train was still going fast enough to smear him all over the place.
the only extreme thing like this I've seen is when I was walking down the Huntington Beach pier as I normally do during the summer, a big ass wave came in and some dumbfuck surfer was riding it. Long story short, he ended up busting his head open and smacking right into one of the piers wooden supports and would've drowned if one of the life guards that was on the pier at the time didn't jump in to the ocean to save him.
Well, only person I have saw in my life killed, is a guy when a drug deal went bad. I was in the same area when it was going down, I heard the shots and ducked. The fucker shot him 2 times in the dome, and 3 more shots into his chest when he was on the ground.
I almost died once, I was shot twice in my shoulder. One of the shots should have hit my heart, the way it was traveling.
So that's what a dead human looks like.

If you exhale and let out all your breath, you'll sink. To the best of my knowledge, corpses tend to sink, then rot some, and float back up due to gases produced by rotting, bloating, and any chunks taken off by aquatic creatures make them capable of floating again.

I think the police might come to interrogate you, since you have lots of stuff that might be useful to them.
I remember something similar happening where I live about a year ago. An old lady had parked her car in a parking space in front of a restaurant parallel to the street, but when she backed out of the space she had a heart attack, sending her car through the street, smashing through a fence, and landed upside down in a river.
There was a huge rescue effort that had the entire block near the river covered with police and rescue personnel, but the rapid flow of water ended up sending her car quite a ways upstream.
