Do what everyone does to those and put stickers all over them.
Makes you play twenty times better.
Edit: Each sticker makes you play better, so five = 5x better to a maximum of 20.

I don't buy Strats for the simple reason they're boring and generic.
The same thing never bothered me about Les Pauls though...

Ibanez makes pretty good guitars for cheap.
I have no experience with Dean.
The amp that comes with the Fender is great, I think, my friend has a similar one.
If you can find a Fender pack that's not Rock Band related, I suggest you get it, because Frontman amps are great for the price range.
Throw the box/strap and pick and It's not a Rock Band Fender anymore.
I have that Dean Amp, It's shit for anything above starter level. I don't know about the guitar.
Ibanez, from my experience, make good Metal Guitars in general, so if you're into Metal, learning to play on an Ibanez isn't a bad thing.
If the Dean amp is shit I'd go with the Ibanez pack. A non-strat shape lasts longer before you get sick of it.

If you could go over your budget, (trust me it's worth it) I recommend a Squier Affinity series stratocaster.
It has the best bang:buck ratio at this price.
Get the Fat one, with the humbucker at the bridge, if you'd like to play metal, otherwise you're better off with the normal one.
As for the amplifier, I recommend a Peavey Vypyr 15 or a Roland Microcube.
They're versatile little amps, could keep you entertained for along time
PS: My experiences are limited to days of researching, review digging, and guitar store tryouts, when I was still looking for a guitar myself.

Another option is to get one with a bridge-humbucker and install a coil-split switch, GREAT tonal variation.
HsH with two split switches works well too.
That's assuming you can solder and understand electronics, or know someone who does :D

Learn the modes of the majors and minors and you'll have no problem
I need to learn scales, badly.
Oh and i'm now learning Castratikon by dethklok, and making my own little riffs, all sorta acoustic shit, like the intro to zombie ritual (learned that aswell)

Try to learn the notes of scales and how they relate to notes on the fretboard rather than "This is a major scale, I know because of the shape" you want to be able to answer things like "What is the 7th degree of D Major" quickly* - Alot of people just seem to learn the shape of a scale and not what it is composed of.
(The answer to that would be C#, one Semitone below the root but an octave higher)
