At the same time, it might be criminogenic in that, if people find only 40km/h unreasonable, then they are more likely to speed, more often, when the stakes are higher.
Obviously it's an immensely complex issue, otherwise it wouldn't be an issue at all.

As an aside, did you know that district attorneys (if you've ever watched a police drama/investigative type show, or a legal type show you'd know that it's a rather prestigious elected position) only get paid an average of $75,000? And that this is considered a great deal of money?

Whenever I've been in nsw, i've noticed you get 3 warning signs if there is a fixed/bus lane speed camera ahead

same as our 3km/h for mobile speed cameras and radars
afaik the leeway in a couple of states used to be 10% of the speed limit
