Nah mate, inner city is over-priced, docklands is quite reasonable and you get decent value for money.
Not noisy either, on account of being nowhere near any main roads.

How much is an average place in Docklands? I like Docklands a lot (although I only know of one supermarket there and it's a tiny Foodworks in Harbourtown. Others?) but there isn't really that much there, although it's really close to the city so that's okay.

You bought a new car you stupid fuck. P-platers aren't allowed to have newish cars unless they are paid for by their parents according to insurance companies.
And it doesn't just matter how powerful the engine is, it's a lightweight car and can go pretty well. Might not have as big of top speed but it starts off quicker, goes around corners better and for city driving it's more than fast enough.

they base most of the premium on the value and power of the car (and gender of the driver). a lancer, which isn't powerful, isn't that valuable (comparatively to other cars), it's pretty bullshit.
