You're just as wrong as he is. You don't need a class 3 to own full automatic weapons, and I don't know where you got the $1000 tax stamp from. If the gun was made and registered before 1986, anyone can own it.
You pay a $200 tax stamp for the gun, get it registered under your name by the ATF, they take some pictures, put you on a list, do a background check and the gun is yours if you pass.

Small Arms Protective Insert. Basically it's a ceramic plate that stops bullets. It's illegal to sell, soldiers got caught on ebay and they got thrown in jail and fined. It is however worth a lot of money.

For some reason I thought it was a 1000 dollar stamp but here goes the requirments of you must;
1. Be a US Citizen at least 21 years old
2. Be of sane mind
3. Not an abuser of drugs or alcohol
4. Have never been convicted of a felony
5. Pay a $200.00 Federal Transfer Tax on each weapon purchased. (This is a one-time tax, not a yearly tax)
6. Fill out BATF Form 4 and submit to ATF. This involves getting a Signature of the "Chief Law Enforcement Officer" in your area signifying that he has no knowledge that you will use your weapon for anything other that lawful purposes
7. Have your fingerprints/photographs taken and submitted to BATF with the above application.

Yeah that's pretty much it, but it doesn't have anything to do with you getting a class 3 license, which is a dealer's license.

Think the confusion comes in where a Class 3 Dealer has to be the one to receive the weapon, and then he can give it to you if I remember correctly.

Automatics are illegal in California, so are rifles with external mags, rifles with pistol grips, any weapon made in China, any Kalashnikov or M16/M4 variant, any semi-auto or auto shotgun, and anything else the state deems to be an "assault weapon". This is regardless of whether or not you have a class 3.
UNLESS it was grandfathered in.
Trust me, a friend of mine's dad was arrested for owning an assload of automatics, despite the fact that he could have owned them anywhere else in the states. Except DC maybe.

There made out of some wierd cermaic material that expands when it is hit with a projectile. Some science joe schmoe made it, but they are still fairly durable. I threw one off the third story and it didn't shatter.
