New Vegas is amazing, I'm so mad Obsidian got shafted on development time.
They had to release the game in 18 months and remove half the content because of how terrible engine is. Bethesda had 4 years with an engine they knew in and out.

Imagine what it could've been with a complete development cycle. If it reached its potential it could dethrone Deus Ex in my mind. It could regularly be a frequent nominee in best game of all time discussions. I'm not sad with what we got, we still got one of the best games ever. But I sometimes wonder about what could've been.
We're talking about "Vanilla+" New Vegas, that is New Vegas with fixes. Project Nevada and Jetpack are right out for a first playthrough. (I also am personally not a fan of Project Nevada. It does too much for my tastes.) I'm a big fan of Jsawyer Ultimate, which is a retooling of the original mod that the director made (polished to be more compatible and configurable and is what I consider to be New Vegas: Director's Cut), but I wouldn't suggest it for a first run. Also, only issues I've had with LOOT are specific instructions left by mods (make sure this is before this, etc.) which happened with BOSS anyway, and can be programmed in or manually altered after the fact. LOOT is still excellent for getting the rest of the stuff functioning properly, in a correct order. Otherwise, my ~70 mod large install worked fine. And for the purposes of "beginner's New Vegas modlist," it's more than adequate. If a beginner wants to get serious later, they'll figure it out. Also I enjoy the kill cams, but not all the time. That's the beauty of modding, though.
In defense of PN(I do turn most of its changes off), there's a lot of things it does that should have been vanilla: * Good energy weapons. Laser hits for fuck all in a big ship, plasma sends death by UPS Mail Innovations, gauss and tesla are horribly inefficient with ammo and require reloading after every shot. PN adds a lovely gauss rifle that's got a 20rd box mag chambered in 2mm EC, a devastating shoulder-carried Rail Cannon that hits for over a thousand damage with a crit, and a gauss minigun if you really want to ruin your cap stash buying up materials to build 2mm EC with. This...particularly, the gauss rifle with the 20rd mag and the rail cannon...are what it took for me to play an EW character in the first place. It also adds in homemade makeshift EWs that you can craft. * The ability to turn stealth boys on and off at will, something that is canon(Nightkin do this) and makes stealth boys far more viable. I found myself actually using them after installing PN * Visor overlays for headgear * slower backpedaling. I usually turned this off, but it's something that adds some immersion and challenge. * Adds in things like grenade hotkeys and sprinting, both of which should have been there and were there in FO4 by default. And as for the jetpack? I can't count the amount of times I was able to get myself out of terrible mapping geometry with that thing :v:

It depresses me to think that we may never get a Fallout as good as New Vegas again :(
As long as the faction reputation system, skill system and other pen and paper RPG elements return. I will be happy. It deeply saddens me just how much of the 'streamlined' system basically killed all the RPG elements of a universe deeply ingrained in said Pen and Paper systems. Its core base was originally designed off the Generalized Universal Roleplay System which is the direct antithesis of systems like Dungeons and Dragons and 'perk based' systems. You can even directly see just how many limbs of possible content just from the lack of options about your character in FO4's beginning.
It depresses me to think that we may never get a Fallout as good as New Vegas again :(
They should open source fallout ip or something, make it non copyright, so that anyone, any studio can pick it up. Imagine Obsidian and CDPR working together on a Fallout game. Universe would blow up.
I really really really hope this project comes through. I'm currently doing one of my yearly play throughs of New Vegas and while I love it to bits its starting to show its age, that along with constant crashes its making it harder and harder to come back to. Sending all my good vibes the teams way because this would just be the best.

I'm not really sure how much I would play this even if it were completed. There's 7 years of mods out there for New Vegas that would likely be left in the dust. Kinda like how I still play normal Skyrim over the Special Edition when there's so many mods that haven't yet been ported over.
