Why do you need to rate them at all? If you want to further strengthen some points in an argument, then why not participate yourself.

Plus agree + disagree doesn't rile people up like dumb does.

Sometimes "TL;DR" is valid.
What about allowing just agree? I feel like if you disagree, then you have a conflicting or new viewpoint that you should share in a post instead of just stating that you disagree with a rating. If you agree, however, what you think is probably similar or the same to the post you agreed with, so it would be fruitless to post the same thing instead of just rating agree.
maybe some fancy coding that disables agree/disagree until you post in the thread?
Here's what I was thinking. Still have just agree + disagree, but instead of displaying ratings normally, it has a counter. Agrees count for +1, disagrees count for -1. There is a net sum displayed where ratings are normally displayed. This allows the current system to exist but people can't be called out for disagreeing with a popular opinion, or agreeing with a unpopular opinion. Most importantly we can see the community's opinion of a post. Of course, there should still be a way to moderate people coming in and dropping agrees and disagrees. Perhaps they can rate but not have their point 'count' until they elaborate on their opinion. Probably too much effort than it's worth, but just an idea.
This isn't reddit where you just go in the thread and look at the most popular opinion to find out how you should feel about a subject. It stifles debate, and we all know facepunch isn't going to be above "well I have more agrees so I'm right"

What's the intent then? What do ratings accomplish

I think the popular opinion is important with debates. We see it with presidential debates - what people like and don't like. I know it's a likelihood that people with unpopular opinions will be less likely to debate on the platform of their opinion, so I don't think straight up agree/disagree ratings will accomplish anything, and I know for that reason they won't be added. I'm trying to think of a way that people can see what everyone likes and doesn't like without compromising the integrity of the debate (and naturally not a lot comes to mind, but a good brainstorm won't hurt.)

I don't think we get a lot of those types in this forum. Zeke brings up a good point though. The first well-thought-out opinion is more often than not the most popular in the debate as it is currently, buy we don't want Reddit style circlejerking and upvote whoring either. It's an odd balance and I can't say I can't think of any solutions that aren't fundamental changes that will ward people off.

That shouldn't be what happens, either.
I don't think we can accurately measure the intellectual capacity of Facepunch on average to really understand what the average FPer would do given a debate and other circumstances. It's more or less doing fine now and if I had to say we'd do anything at all, it'd that a poll should be required and you can only vote on the poll and view results after you've posted. Which is still a pretty bad idea.

If the point of agree/disagree ratings is to get a general idea about which side the readers/posters in a Mass Debate thread are on, then a poll in OP could much well serve that purpose.

I only rarely post there because I realize there are special rules in place, and if something can stop me from posting then surely it can stop anyone

Debate isn't debate if it turns into a one-sided circlejerk, which is why I don't think anything should be changed after giving it this much thought.
