If someone constantly is knowingly causing problems with their actions, even thought they basically are not breaking any rules, can they still get banned for causing problems on purpose?

If an account is banned with 0 posts and no one has unbanned them over a period of time despite appeals, you can assume they are not going to be unbanned. The usual reason is alt of permabanned user, although other reasons may apply.
