You can make as many as you want while being pbanned without a proxy/new ip if you do it correctly.

You can be regibanned, which autobans your alts in silent mode. In that case, you do have to use a proxy or a new ip. There was a register activation key bug/workaround that ignored the regiban and activated your alt anyway, but I think that's been reported to garry.
