If I change my avatar and it's updated on my profile page does that mean that it's updated for other people to see?

Avatars used to remain uncached because they always had a timestamp at the end of their URL.
When garry changed a few things with avatars (I think around the time blue members lost theirs, then got them back) he removed the timestamp from the avatars. In an effort to try and un-cache the avatars, garry added the "garryis=awesome" to the end of the avatars instead, although that does absolutely nothing. This is because the URL remains the same, rather than changing to the date that the avatar was uploaded. Therefore cloudflare will cache the avatar until it expires, rather than showing the new avatar when it is newly uploaded.
At least, I believe that is what is happening.
I'm not getting rid of my 80x80 avatar though, so it doesn't really bother me either way.

Ah right. That makes me remember the time we all found out that thread titles ending in cache-able extensions get cached by cloudflare. For example, a thread that ended with ".iso". Although I think that was due to the URL having the thread's title in the name, as well.

I think it is the windows 8 only logo, they still use the flags in many windows services still because like I said 3+ versions of windows (modern era) don't use metro they use aero or classic windows.
