The American is a stellar film about an assassin who also has weaknesses it that's what you're looking for.

I haven't seen No Country for Old Men, but I've seen some of the Bourne movies and they seem too action-y for what I'm searching for.

In fact, it's so close to what you're looking for although the style isn't like "city skyscrapers with snipers" it's very cool.
From what I understand its basically about a guy who goes around flipping coins at random people and shooting them with some gas pump thing.

Not really. The guy from that movie is more straightforward and kind of just walks in and kills the guy, while Agent 47 from Hitman plans out all kinds of stuff and walks in, kills the guy and walks out without anyone even noticing that the person is dead.

*This Coen Brothers film is a straight-up comedy, but almost any Coen Brothers film will make you laugh at any point (in some bizarre ways, I might add).
**These two movies are not straight up comedies, althought Pulp Fiction has some great moments of laughter. Fight Club isn't a comedy either (although Ed Norton says it is), but it's filled with black humor. Pitch dark humor. May not be the best choice, but if you want to explore, it's a good one.
