This WWASP thing reminds me of foster care. When your parents are unfit for parenting or you're emotionally unstable (or as a youngster you drink and party a lot, seems to be the new trigger) in Finland, you are instantly taken into custody to a foster home for at least 3 weeks. For me, they told me it'd be two weeks and I'd get out. As of right now, I've been in foster care for three years, about to turn 18 and go live in my own home.
Getting into foster care in Finland is about as easy as getting into WWASP: a single phone call. For me, it was like out of a movie. A schizophrenic neighbour complained my mother went to another city a lot, all the time, neglecting me. Truth was she was always at home - though she drinked a lot at weekends - prompting an investigation, why not.
That single report made me flee my own home from the social services, since I had heard the horror stories of what an institution like it would be like. My brother dropped me off at his place where I got a phone call. The phone call was a demand: "Go to <institute name here> or the police will come and take you." I had no choice, so I surrendered and walked back home. Two female officers dropped me off at the institute.
The institute described in your post isn't that far away from a Finnish foster home. I've been abused verbally by the staff and physically by the other children (without the staff responding). It's been a horrible three years. Sometimes, I'd hear them through the staff room door, talking shit behind my back, them contemplating a new way to cause me emotional misery (if nothing else, complain about a random thing). They've taken my computer cables, stolen my beverages (apparently Coca-Cola "isn't part of my diet") and dissed me in front of other adolescents in the house. Let's not talk about the other residents beating me up just because I didn't fit in.
And this is all a penalization for me having shitty parents. Take your pick: extreme abuse at an institute or minor neglect at home.

Wait, what? That's not true at all. If you're 14, for instance, and you run away from home, your parents can and will have the authorities return you to them. The only way that you can renounce guardianship when you're underage is if you can prove to a U.S. court that you've been living by yourself and providing for yourself for 6 months or more. You also have to prove that you had to provide for yourself because your parents wouldn't provide for you.

The only thing keeping me sane these days is the weekends, where I can use the computer and play all night if I so incline to. This is one of those "home weekends" where I can be at my parents. Thank god.

Ah one of my friends had this happen to him. Although he was 16 and slept with his rifle by his side ever since his parents discussed that they were sending him there. The night finally came where they were sent to get them and he pointed it at them and said if they didn't get the fuck out of his house he would kill them all.
They retreated to their van like choir boys and called the Police. Needless to say he is now emancipated from his parents because of what happened and he gained a large amount of money from them.
