That's not quite how it works. They will still be privately operated businesses but heavily subventioned by the state as it works in most other countries.
Your general understanding of that definition seems to be kind of wrong.
You wouldn't have called Hitler a socialist because he started a national airline and railway system that was pretty much run by the state, that's not socialism.
