The only way you improve is by trying. Of course you're going to be bad at it to begin with. We all were.
I had never used MS Paint before I started playing Picture Wars.
My first army was coins. Yes. Coins. Silver circles with arms, legs and numbers. If you can't do anything to complicated to begin with then just make something simple and work your way up to more complex things.

I'd recommend you start with infantry. Most soldiers are somewhere between 22 and 27 pixels tall, and then you can base your units from that.
NUSA5, that's a shitty name.
That's why NUSA5 doesn't want you to say NUSA5.
Though, NUSA5, listen to C&C and use a reference picture, NUSA5.

How would i go about making a nazi infantry?
Been done so many times, but why not? They have a simple design and a good uniform.
