You sound like you need a whole server to yourself, most webhosts won't allow you to execute arbritrary programs like versioning software. PHP lets you create and access zip files but it's probably slower than the 'zip' program.
I'd look at getting a small VPS.
And if you need loads of space you can get pretty much unlimited using [url=http://code.google.com/p/s3fs/wiki/FuseOverAmazon]Amazon S3 mounted as a filesystem on your server[/url] that way too. BE WARNED that Amazon do charge for that service and you have to pay a buck per gigabyte or whatever, per month.
Either way you'll have plenty of space on the smallest of VPSes; usually 20-30Gb. And don't give me shit about how that won't be enough; how much space do PHX/Wiremod etc. take up??? Download them all and your GMod folder is still only like 10Gb. Just be sensible with how you download them from svn + zip them (don't keep dozens of revisions stored etc.).

Those are probably the cheapest whilst staying reliable. There's also [url=http://www.santrex.net/vpshosting.php]Santrex[/url] but they have a lot of shitty reviews so I wouldn't trust them.
