Some of the cutscenes in Max Payne 3 just do a great job at getting you utterly pumped, even if they're simple and short.
Particularly the one at the beginning of the airport terminal shootout.

Funny, for me, driving is the #1 fun thing in missions. I love the physics and how not-crazy it is. I mean, I love GTA driving as much (especially 3), and my favorite racing game is Burnout, but I really appreciated Mafia driving for what it wanted to convey.

What makes you think that? DCS is pretty popular, it's depth is the reason people buy it.

And cars are a lot more simple. I don't see anything wrong with a driving-centered game where driving a car is not just pressing W, but coordinating all of the controls at the same time. It would provide a technical challenge to car chases and keep you occupied during normal A to B drives. It wouldn't be dropped during playtesting because they would not be playtesting for the broad casual demographic.

Not only games like DCS are viable economically because they have a big enough playerbase to buy their products, games even more complex than it can also be sustained, even if at a higher price of 80$

Because the kind of people interested in Mafia games are not interested in car simulators and it would only hinder most players.
Reciever works because it's a gun simulator first and foremost, and a niche game at that.

Driver has always had some incredible cutscenes. Some of Driv3r's cutscenes are still some of my favourite out of any game. A good example:

Yeah, it's in that sweet-spot between realism and arcade for me, the cars have weight and take a large degree of concentration to drive well, but not to the point that it becomes a frustrating chore. Nor is it easy to the point it becomes trivial

This is why I absolutely loved the first Mafia game.
The entire campaign was designed so beautifully to make it feel like you were actually part of the mob. The set pieces were phenomenal, the story, the writing, the characters, the world, vehicles, atmosphere, cinematics, everything was so beautifully crafted to form a perfect Mafia experience. Even certain missions were designed with scripted events going on in the background to make the world feel more lively, and certain missions had alternative ending cutscenes based on how you finished the final act of the mission.
It's such a damn shame Mafia 2 felt so shallow compared to it's predecessor. It never felt like you did Mafia work. Sure, the gameplay was more refined than the first game but something about the original Mafia is so engaging that, to this day, I randomly boot it up just to replay it. I've must beat the game at least 6 or so times since 2002. And, back in the day, I'd start it up every day to play some of the best missions. A few that come to mind are the latter half of Better Get Used to It, The Whore, Omerta, Great Deal, Bon Apetite, Happy Birthday, and especially the Bank Heist and Finale.
