Black outlines usually don't look very good, if you take a look at the new emotes most of them use lighter colours. Also I think the spinning animation needs to have more than four frames to look smooth enough imo.

After seeing the instrument emotes like :trumpet: and :sax:, why not have a few more instrument based emotes? Like a violin, piano, or drums. Even a guitar.

Some nitpicks:
The rainbow flag needs borders, add transparency instead of white background (before the russian flag appears) and tint the russian flag's colors a little (just like the US emote) so it won't blend with the post background. then its perfect
