Additionally, since it's a light, it 'follows the viewer' no matter where he turns his head - adding to the 'cartoony/zany/crazy' look he's got going on here.
If it was just the glasses I might be inclined to agree with you. Together with the hat it's obviously just part of his 'youtube persona character design'.

ringlights are a common lighting method for up-close portraiture with a soft, even glow, though from how he moves his head around I agree he's definitely taking advantage of it for the weird pupil effect. Would probably be better if he turned off the monitor, but he's likely keeping a close eye on his own playback to know how well he's holding poses/expressions

I think the text you think is "teleprompter" is just him recording the "Pyrocynical Face" portion of the video, while he's editing the video. Sometimes it's text, other times it's screenshots or a youtube page
