I think this is counter terrorism units doing a display on how they would stop a suicide bomber. The explosive charge he smashes into the bus with the stick is probably there to try and disarm the explosives in the bus by destroying the trigger mechanisms.

Does look like a flashbang to me. But to have a guy carry it on a stick and blow himself up in the progress... Why not use a launcher? Well, I guess after wrestling bears and Vodka for breakfast you tend do everything the badass way
