There's probably a reason for that. Many of the animators are extremely good, but the payment is tremendously unrewarding for the amount of labor spent. Payment is mostly based on how many cuts you do instead of how many hours you spend in the studio. That's why it's common to see animation stills.
Its kinda disappointing how nowadays the only animes you get is schoolgirls or boys with POWERZ yay!!!!!
The classics like trigun and cowboy Bebop will still be in my heart.

There's still plenty of good stuff
Go watch shinsekai yori, madoka, phantom requiem for the phantom, redline and baccano.
Admittedly the protagonists of the first 3 are all about teenagers, but trust me it's not the standard fare.

I also remember hearing somewhere that unlike western animators, japanese companies don't produce episodes ahead of time. They get to work to try and get it ready as fast they can and once it airs they have to start work on the next.
I've probably got a few of my facts wrong, but it does explain some of the lackluster animation and cheating you see in some animes. It also explains why the animation quality tends to degrade over time, since the animation team is going through their budget as the season continues.
